The gear sets are only available from junk motors and then it'a a gamble whether or not they work.

Yeah, putting out 29.3 DCV so that's OK.
Thanks for the bad news re the motor, are the gears replaceable? not sure the cost of a new Motor justified.

The power supply should be putting out about 30VDC.

Sounds like a problem with the gears inside the motor housing. A new motor will be needed.
