Odds are its the timer, however if the timer is fully blown, you wont measure any voltage at the outlet on the power supply. The second culprit could be the cable. The cable must be disconnected from the pump to do a proper continuity check.
The timer is a critical part and the rover won't work properly if it is bypassed.
