Aquabot Supreme getting power - not working

I have an aquabot supreme. Neither the drive motor nor the pump are working. I've tested the transformer and power is being supplied all the way to the connection between the long cable and the wire that goes to the drive motor.

Is this likely the drive motor capacitor? I have seen reference to the capacitor on this website but i could not find the diagnostic or repair procedures.
