Dolphin Diagnostic is Powerless

My dolphin diagnostic will not move-the power supply is on but the dolphin doesn't go when in the water-What should I check first?
REPLY: Check for obstructions in the tread behind the sideplate. 2nd, check the cable for broken wires with a continuity check using a multimeter. Instructions on the site.
