floating dolphin

just bought the cleaner. 2nd day to use. have cleaned the filter twice and 2nd time I put it in the water after, it would not go to the bottom of the pool, just floated around on the top, blowing bubbles, driving itself around.

no lights are lit up-what is the problem?
