voltage output

When the dolphin stopped working, I checked the power, & removed the cable. the cable wires were twisted together inside of the bulkhead connector, I think they were touching. I checked power output and got a steady 34.5v. I also checked the power cable to the diagnostic unit and got continuity, so I believe the cable is ok. what else can I check. Also Is 34.5vdc enough to power this unit?
