a short will blow the fuse. No voltage indicates an open circuit

Power supply sounds about right, mine is at 36 volts. No, there is not a sensor to keep it from turning on. You can test it out of water, just don't leave it on for more than 10 seconds.
If voltage goes to zero with caps installed I would think your motor is shorted, but I don't understand why it wouldn't blow the fuse in the power supply.
